Oregon’s Extended Producer Responsibility (EPR) law, the Plastic Pollution and Recycling Modernization Act (SB 582) passed in 2021, requires companies that manufacture or sell packaging, paper products, and food serviceware to fund and improve statewide recycling.
Covered producers must join a Producer Responsibility Organization (PRO)—the Circular Action Alliance is the state’s sole approved PRO—and pay fees based on the materials they introduce into the market.
